"The presidential panel investigating the BP well explosion and oil spill will meet on Wednesday in Washington to explore the history of offshore drilling and the regulatory failures that led to the accident. Among the witnesses at the daylong meeting at the Ronald Reagan Building will be S. Elizabeth Birnbaum, who led the Minerals Management Service for a year before her abrupt resignation on May 27, five weeks after the BP disaster.
It will be her first public testimony since she resigned from the troubled agency, which was responsible for leasing offshore parcels, regulating drilling operations and collecting royalties from the oil companies."
